True to its commitment to promoting inclusive and accessible higher education, the Commission on Higher Education – Cordillera Administrative Region (CHED-CAR) actively participated in the National Disability Rights Week (NDRW) Service Caravan held on July 24, 2026, at the Baguio Convention and Cultural Center. This year’s celebration, themed “Rights First, Legislation Forward—Strategic Action for Equal Participation and Inclusive Development,” was hosted by the Persons with Disability Affairs Office Baguio in partnership with the Regional Committee on Disability Affairs (RCDA).

The event served as a platform for government agencies and stakeholders to strengthen advocacy efforts and deliver essential services to persons with disabilities (PWDs). Among the highlights were the Regional Committee on Disability Affairs Caravan, Mr. and Ms. NDRW 2026, and the Philippine Fashion Fest, which featured an inspiring runway showcase by youth with disabilities, demonstrating their talent, confidence, and creativity.

Representing CHED-CAR were Mr. Lemuel Refuerzo, Project Technical Staff II under the UniFAST Unit, and Ms. Shanaiah Faye Dapey, Project Support Staff V under the StuFAPs Unit. During the caravan, they provided information and assistance to clients while promoting CHED and UniFAST scholarship and financial assistance programs, helping expand awareness of educational opportunities available to students, including learners with disabilities.

Through its participation in the service caravan, CHED-CAR reaffirmed its support for initiatives that advance equal access to education and empower persons with disabilities to pursue their academic aspirations and contribute meaningfully to society.
