
To determine how public investments in higher education translate into meaningful outcomes for Filipino learners, the Commission on Audit (COA) conducted a performance audit of the Universal Access to Quality Tertiary Education (UAQTE) programs implemented by the Commission on Higher Education – Cordillera Administrative Region (CHED-CAR), particularly through its Unified Student Financial Assistance System for Tertiary Education (UniFAST) Unit, on February 2, 2026. The audit aimed to determine the extent to which UAQTE programs have achieved their intended objectives, identify areas for improvement, and recommend measures to further enhance the efficiency and effectiveness of program implementation.

The Commission on Higher Education – Cordillera Administrative Region (CHED-CAR), led by its OIC RD Dr. Serafin L. Ngohayon formalized a partnership with the University of the Philippines Baguio – Social Innovation Laboratory and Business Inclusion (SILBI) through a Memorandum of Understanding (MOU) signed on February 2, 2026, at UP Baguio’s Balay Internasyonal.

Continuing its commitment to professional development and innovation in higher education, CHED-UniFAST CAR wrapped up its 2025 SEED Project (Skills Enhancement and Employee Development) Series, a regional initiative, with the fourth and final episode on Smart Work Automation: Streamlining Processes for Efficiency and Excellence on December 17, 2025, at Gever’s Hall, Saint Louis University, Baguio City. The event gathered UniFAST Focal Persons and Registrars from Higher Education Institutions (HEIs) across the Cordillera region for an interactive session focused on leveraging automation and technology to enhance efficiency and promote excellence in higher education administration.

CHED-UniFAST CAR capped off its 2025 SEEDLING Project Series with a dynamic and interactive session on Design Thinking held on December 12, 2025, via Zoom and Facebook Live, bringing together 229 student-grantees for an enriching online learning experience.
