The Commission on Higher Education – Cordillera Administrative Region (CHED-CAR), through its UniFAST Unit, successfully conducted a special episode of its SEEDLING Project webinar series on July 23, 2026. Entitled “Stay Alert, Stay Secure: Promoting Cyber Awareness and Online Scam Prevention,” the activity aimed to educate student-grantees on the growing threats of cybercrime and equip them with practical strategies to protect themselves from online scams, fraud, and identity theft. The virtual session was opened by CHED-CAR Officer-in-Charge Regional Director Dr. Serafin L. Ngohayon, who emphasized the importance of vigilance and responsible use of digital platforms among student-beneficiaries.

In his welcome message, Dr. Ngohayon reminded participants of their role in safeguarding the benefits provided under Republic Act No. 10931 or the Universal Access to Quality Tertiary Education Act.

“As technology continues to shape the way we learn and communicate, it also brings new challenges. Unfortunately, online scams, phishing attacks, identity impersonation, and other cyber threats have become increasingly affecting people, including students. As beneficiaries of Republic Act No. 10931, you are not only recipients of government support; you are also partners in ensuring that these benefits are protected from fraud,” he said.

Following the welcome remarks, Ms. Menzie O. Kuengan, Supervising Education Program Specialist, presented the rationale of the program. She highlighted the increasing prevalence of cyber threats targeting students and underscored the importance of promoting digital awareness and cybersecurity among CHED and UniFAST beneficiaries to help them safely navigate the online environment and protect their educational benefits from fraudulent activities.

Serving as the resource speaker was Police Master Sergeant Rudy Y. Gabino Jr., Digital Forensic Examiner PNCO of the Regional Anti-Cybercrime Unit – Cordillera Administrative Region (RACU-CAR). During his presentation, PMSg Gabino discussed various cybercrimes prevalent in the region, including phishing, online fraud, identity theft, and social media-related scams. He also shared real-life cases and practical tips to help participants identify threats, secure their online accounts, and protect sensitive personal and financial information from cybercriminals.

The webinar provided an opportunity for student-grantees to better understand the evolving digital landscape and the importance of practicing responsible and secure online behavior. Through the discussion, participants gained valuable knowledge on recognizing warning signs of cyber threats and responding effectively to suspicious online activities.

The activity concluded with the Closing Remarks delivered by Dr. Ma. Geraldine F. Casipit, Chief Education Program Specialist, who emphasized the significance of applying the lessons gained from the webinar in everyday digital interactions. She encouraged participants to remain vigilant, practice responsible online behavior, and share their newfound knowledge with their peers and communities to help foster a safer digital environment.

The SEEDLING Project or Skills Enhancement, Engagement, and Development: A Learning Intervention to Nurture Grantees is one of the flagship initiatives of the UniFAST Unit. The project provides free learning and development opportunities for student-grantees under the Universal Access to Quality Tertiary Education Act (UAQTEA), reinforcing CHED-CAR’s commitment to empowering learners through holistic development beyond financial assistance.

Through initiatives such as the SEEDLING Project, CHED-CAR continues to promote student welfare, digital literacy, and informed citizenship, ensuring that beneficiaries are not only academically supported but are also equipped with essential life skills to navigate an increasingly digital world.
