TES Beneficiary Kelly Jem Ramil Shares Story of Perseverance in UAQTEA Time

CHED-UniFAST CAR conducted another meaningful episode of UAQTEA Time on ASC Radio on October 3, 2025. The episode, hosted by Ms. Sonia Belarde, featured discussions led by Dr. Bernadette C. Pal-ec, Education Supervisor II and the UniFAST Focal Person of CHED-CAR and Ms. Marife Calimodag, one of the Regional Coordinators of CHED-UniFAST CAR, who served as Resource Persons. They discussed the programs under the Universal Access to Quality Tertiary Education Act (UAQTEA) and highlighted the continuing support extended to student-grantees through various initiatives of the Regional Office.
The episode also featured Kelly Jem C. Ramil, a fourth-year Bachelor of Science in Hospitality Management student at Apayao State College (ASC) and a Batch 15 TES beneficiary.
“I almost gave up my studies,” shared Kelly Jem. “But my father reminded me that education is the only treasure he can leave me — something no one can ever take away.”
A native of Alem, Pudtol, Apayao, Kelly Jem is the eldest among three siblings. Her father is a farmer, while her mother sells food to help support the family. Despite their limited means, her parents instilled in her the importance of education and perseverance.
“We may not be rich in money, but we are rich in dreams,” she said. “There was a time I wanted to stop studying because I saw how hard my parents were struggling. But the TES program came at the right time—it gave me hope and allowed me to continue.”
Through the Free Higher Education (FHE) and the Tertiary Education Subsidy (TES), Kelly Jem was able to pursue her degree without adding to her parents’ financial burden.
“The TES program has truly lifted a huge weight off my family’s shoulders. Because of it, I can continue my studies and work toward a better future,” she added.
Aside from being a TES beneficiary, Kelly Jem is also a Project MARITES (Mobilizing Available Resources through Inclusive Training on Entrepreneurship of Student-Grantees) Batch 2025 Completer. She shared that her experience in the program strengthened her confidence and leadership skills.
“After joining Project MARITES, my confidence really grew. I learned teamwork, collaboration, and most importantly, to believe in myself,” she said. At the end of the interview, Kelly Jem offered an inspiring message to her fellow student-grantees:
“Your strength is greater than your struggle. Don’t let your struggles define your future. Let your determination be your guide. Every challenge you overcome is a step closer to your dreams.”
Kelly Jem’s story embodies the mission of CHED-UniFAST CAR and the Universal Access to Quality Tertiary Education Act (UAQTEA) — to make higher education accessible, equitable, and transformative for every Filipino learner, regardless of circumstance.
UAQTEA Time is a regional initiative of CHED-UniFAST CAR aimed at partnering with various radio stations to raise awareness of UAQTEA programs and other government higher education support initiatives, while sharing inspiring stories of student-grantees whose lives have been changed through accessible, quality education.
